Here's the classic recipe for american baking powder biscuits, better known as scones (which are what you have in a Devonshire tea, together with whipped cream and jam or fresh strawberries):

However, if you are in scone country (the UK or ANZ) then "biscuits" means "cookie" and any type of shortbread or sugar "cookie" is typical.
You could also try some other traditional types such as ginger nut or Anzac. Yum!
'biscuits' is the british term for cookies there is no specific recipe. In a search you may even find actual recipes for biscuits (american style) but a biscuit is actually a cookie when said as 'tea biscuit'. Search specifically for 'tea biscuit' and you will find many 'cookie' recipes. Most often the cookie type is a shortbread version of some kind.
You aren't asking about devonshire tea are you? (That is tea with scones) If you just want a biscuit it can be anything.
