Instead of cooking pasta, will soaking it in cold water eventually soften the noodles?

Nope. they are all wrong. You need to boil the pasta (unless its no boil) because there is starch in the pasta and it has to reach a certain temperature to "set" or gel. So if you just soak the pasta the starch will never gel. I worked on pasta for a large food company for about 10 years.

yes it will but it will take awhile its better to soak it in hot boiling water for around 5-10 mins then soak it in cold water
