Its really a two part answer

1) They're stupid- its poisonous and causes neurological damage even if you don't take/smoke/drink enough to poison yourself. Smoking it takes the toxins directly into your bloodstream. Plus its called wormwood because its main historical use was to kill intestinal parasites (worms). Mmmmm:)

2) Wormwood has some hallucinogenic/mind altering properties. Basically it gets you sort of high. Its one of the main ingredients of absinthe, along with alcohol. Its not terribly strong from my experience and tastes NASTY though, maybe smoking it raises the effects but it also increases the toxicity compared to drinking it in combination with alcohol.
