yes it's a waste. but there are people who don't like to eat because of the dried layer. it's not match with the inner layer bread. depends on the individual. the crust layer can used to make breadcrumbs or used as dog food.

I don't do it personally, I, in fact, love the heal of the bread best. However when my kids were young they didn't eat the crust so most of the time I cut it off for them.

Some recipes call for it to be cut off but if like me your teeth are a little on the old side then off comes the crust.
